THE TOWN-PLANNING AND BUILDING DIRECTIVES OPERATIVE IN THE CONGRESS KINGDOM OF POLAND (1815-1915) AS REFLECTED IN THE REGULATION PLANS OF THE PRAGA QUARTER IN WARSAW

The planning of urban development in the Kingdom of Poland in the years 1815-1915 was connected with the authorities’ scheme of preparing regulation plans for towns. Within the hundred years in question the scope and character of the actions undertaken differed; they mainly consisted in adjusting street networks, widening and straightening streets, turning markets into public squares and moving market places to the peripheries. More extensive holistic town-planning enterprises concerned establishing special new quarters, e.g. for artisans or for Jews, or restructuring communications routes in connection with the development of transit roads in the 1840s and of railway lines since the 1850s. An important objective of regulation plans was also to delimit strictly the borders of towns, which were marked with embankments.
Methods of preparing regulation plans, their conditioning by building and administrative directives, and the influence of changing urban-planning models and inspirations on the rules behind them can be traced using the example of the plans that determined the structure of the Praga quarter in Warsaw.
