The method of the quality assessment of the built environment - POE, worked out by W. Preiser, H. Rabinowitz and E. White, came into being in consequence of developing interest in mutual relations between human behaviour and the built environment, in the second half of the 20th century. The 1990s is the period of the adaptation or partial utilization of POE to the assessment of the built environment from the point of view of the following criteria: diverse needs of the user, modernization needs or requirements of the concept of sustainable development. At the beginning of the 2000s W. Preiser introduced a general model of the estimation of the quality of buildings, embracing each stages of the life cycle of the building, from the planning to the utilization after demolition. The article presents the successive important scientific achievements and publications that exerted an influence on the development of POE as its evolution toward BPE too.
