The article is a general characterization of legal conditions of development of rural areas, referring to effective regulations and a governmental project of amendment to the law on spatial planning and development. The background to these considerations is the genesis of phenomena that led to present difficulties in spatial management and rise of development barriers. An attempt has been made to analyze possibilities of methodical controlling the development of rural land using various available formal legal instruments.
